Earlier this week, Cuomo said New York City still needed to meet three more benchmarks before it's ready to reopen. Those benchmarks include a decline in the number of new hospitalizations and an increase in the total available hospital and ICU beds. That wish seems unlikely with Mayor Bill de Blasio saying NYC will have to wait until June before a decision can be made on when non-essential businesses, such as its world-renowned museums, can reopen. Air travel and taxis are still permitted, as is ride-sharing on a personal basis, excluding group rides. The rates of hospitalization, ICU admission and intubation in the state are all decreasing, Cuomo said.
Public schools were closed again to in-person learning in November, as the seven-day rolling average positivity rate continued to rise over 3%. Public health researchers estimated that 44% of all metro New York residents had been infected by December 31. On August 7, Cuomo announced schools could open in the fall if they publicly disclosed plans to address remote learning, testing of virus, and tracing procedures. Of the state's 749 school districts, 127 had not submitted plans, and 50 had submitted incomplete or deficient ones to the Department of Health, including the New York City region, which "disappointed" the Governor.
